Abstract: Innovation-Based Rural Development. The main changes in rural development result from the newly defined rural development goals, which are the result of focusing on the space and not so
much on the agricultural sector alone. In the transition countries, innovation is of key importance, not only at entrepreneurial and production levels but also at organisational, motivational and leadership levels. Technological changes and implementation of new communication technologies have been the major driving force for developing the rural area as an integrated space. Development initiatives are generated in the local environment. Initiatives are being interconnected, including policies by different economic sectors at a multi-institutional level. The crucial requirements for success are: innovations, flexibility, competences, efficiency and synergy, which lead to a deviation from unilateral sectorial dependency to broad inter-sectorial cooperation and an integrated approach. The capacity of regions to support learning and innovation processes is a key source of competitive advantages. Human capital is essential driver of rural innovation. Innovation is not merely about technology – it is about change in human behaviour.

Abstract: Evaluation of local and regional development programs from the perspective of sustainability. In contribution, we presented an assessment of development programs from a sustainable view. We analysed the sustainable design of the selected local and regional programs from 2008 to 2013. To determine sustainability levels we methodologically used an assessment system based on ecosystem criteria, integrity and welfare criteria and self-sufficiency criteria, which was based on local community cooperation. We came to the conclusion that local and regional development programs were written based on weak sustainability starting points. Moreover, only few of them actually reached their planned results. For long- term sustainability the ecosystem, economic, social and ethical aspects need to be integrated already at a beginning of designing new development programs.

Abstract: Herzegovinian tobacco heritage: the flourishing of production, development smaggling and foremost smuggling routes. This article analyzes the historical - geographical features and changes in tobacco cultivation in Herzegovina (region of Bosnia and Herzegovina), for a period of 17 century until the late 20th century. The aim of this paper is to investigate the importance of tobacco, both in terms of economic and social significance, and the valorization of rural areas in Herzegovina. Special attention was paid to the smuggling of products, focusing on the time and route of smuggling routes. During the Austro - Hungarian rule in Bosnia and Herzegovina is the most important period for the production of tobacco and the social and economic prosperity in rural areas, but also smuggling tobacco during this period, and the most intense, and the fight against it. In this period began in the industrial processing of tobacco and manufacturing cigarettes. Since the 1970s appears outflow of population from rural to industrial centers, both locally and in Western European countries. It happens layering the villages, leaving the agricultural lands and start a negative impact on agricultural production which causes the marginalization of tobacco production.

Abstract: Transition of Serbiaʼs waste management. Serbia‟s waste management is in its initial state. This paper focuses on the transition of the waste management system in the period 2006 till 2016 giving a projection on future developments till 2019. Using the phase-model of waste management - introduced by Klampfl-Pernold and Gelbmann in 2006- the current state is evaluated. Moreover, important factors and drivers for the transition are detected and analysed. The assessment showed an improvement of the overall situation of the waste management. A gradual transition towards an integrative waste management can be observed. The main tasks detected are
comprehensive and regular data acquisition, implementation of a separate waste collection with higher level of coverage, sanitation of landfills, waste recovery and awareness raising.

Abstract: The gdp per capita and fertilty nexus in Bosnia and Herzegovina. This paper presents an overview of the relationship between fertility patterns and income per capita in Bosnia and Herzegovina. Given the complicated political situation the complete results of a long-delayed Census in Bosnia and Herzegovina, which was held in 2013, are not available and therefore we addressed the data on the female population of the last relevant Census held in 1991with some recent overview. The widespread transition from high to low fertility was strongly pronounced in Bosnia and Herzegovina. Among others, one of the purposes of this paper is to supplement the ongoing debate about the `true`nature of the income - fertility nexus with evidence from panel dataset of 109 municipalities in Bosnia and Herzegovina. The analysis presented in the paper are based on statistical data from population censuses, more recent estimates from official source and via fieldwork.

Abstract: Didactic aspects of GIS application in geographic school education. GIS is recognized as very powerful tool in many aspects. However, its application within education system is still problematic, due to many obstacles, which are in particular present in less economically developed countries.
This paper is focused on introduction of innovative concept of GIS education within geography classes in primary and secondary schools. Existing theoretical base is used to emphasize multiple benefits of geoinformation technology application in education, in particular from geographic perspective. Under this concept, GIS is considered as natural partner to geography, where it is not viewed only as a tool, but also a methodological foundation of contemporary geographic science. In the didactic context, GIS can be used in education as a teaching aid, method, or content. Optimal pedagogical and practical framework for successful implementation is yet to be found.

UDC: 911.3:[504 + 626.812] (497.5 Varaždin)
Abstract: Water management in sanitary protection zones of Varaždin County. The urbanization of settlements and cities and the development of industry increase the need for water, while on the other hand the discharge of wastewater increasingly affects heavier pollution of surface and groundwater, and space in the broader sense. By failing to take appropriate measures and endangering the quality of groundwater and spring water, further degradation of its quality can lead to undesirable consequences on water supply, especially in the lowland area of Varaždin County. It should be borne in mind that for some parts or areas, especially those with dispersed individual construction, wastewater drainage cannot be solved through the public drainage system, but the solution is based on individual, basically personal operations (collecting and septic tanks). In this paper the sanitary protection zones of water supply sources for Varaždin County are described, in accordance with the laws and regulations. The aim of this paper is to provide appropriate instructions or guidelines for their protection and performance in order to minimize the possible negative impact on groundwater or the environment in the broader sense.
